    Frequently Asked Questions (FAQs) for Borrowers with Federally Owned Loans

    Below are answers to some of the most common questions borrowers ask:

    The U.S. Department of Education (ED) owns your federal student loan. MOHELA is a federal contractor, servicing your loan on behalf of the U.S. Department of Education's Office of Federal Student Aid (FSA) to help you manage repayment. We work under ED's guidance to support you through each phase of repayment. We don't originate or disburse loans.

    As a trusted FSA-contracted loan servicer, MOHELA assists with billing, account updates, processing payment requests, and guidance on available repayment plans—all provided at no cost to you. We're here to help keep you loan management.

    A different federal contractor receives payments at a P.O. box and sends files with payment information to MOHELA for processing. MOHELA does not control the P.O. box where mailed payments are sent. The monies go to the federal government.

    More specifically, as to the money, any payments you make, including origination fees, interest, and other fees you pay go to the U.S. Department of Education, not to MOHELA. MOHELA does not retain any portion of your loan payments. We're here solely to help you manage your federal student loan repayment.

    (Although refund requests are initiated through MOHELA, the refunds ultimately come from the federal government.)

    As a contractor, MOHELA is paid a small monthly fee by the U.S. Department of Education for each account we service. That fee is the same regardless of what repayment plan you're enrolled in, your interest rate, or any other terms of your loan.

    From July 1, 2022, through April 30, 2024, MOHELA supported the federal government as the interim PSLF servicer during the expansion of the program. In total through October 2024, MOHELA processed over $55 billion in PSLF forgiveness for over 756,000 borrowers, under the direction of FSA.

    What's New: Updates & Announcements

    • Return to Repayment
      The federal student loan payment pause ended in October 2023. We're here to help you navigate the return-to-repayment process and answer any questions you may have. FSA's temporary on-ramp period continued through September 2024. For borrowers who are new to repayment or those who want a refresher, check out StudentAid.gov's Repaying Student Loans 101.

    • Public Service Loan Forgiveness (PSLF) Updates
      MOHELA played a vital role in supporting the PSLF program from 2022 to 2024 as the sole interim PSLF servicer, helping borrowers receive over $55 billion in loan forgiveness. As of May 2025, MOHELA continues to service a large majority of PSLF borrowers. However, the processing of Employment Certification Forms and other specialty work with PSLF is performed by Federal Student Aid (FSA). Explore the latest information about the PSLF program.

      MOHELA is proud to serve as a federal contractor for the U.S. Department of Education, working directly with FSA to support you throughout your repayment process. Our team operates under FSA's standards to provide reliable, efficient assistance with your federal student loans.
      MOHELA operates under the guidance of FSA, which owns the loans and sets program policies. Decisions regarding loan forgiveness, repayment programs, payments, and other processes are ultimately made by FSA, not MOHELA.
      Loan terms, origination fees, interest rates, and forgiveness eligibility are determined by the U.S. Congress, FSA policies, or federal regulations.

    Who We Are

    MOHELA is a non-profit, governmental entity with over 40 years of experience. We serve approximately 6.7 million federal student loan borrowers on behalf of the U.S. Department of Education's Office of Federal Student Aid (FSA).

    "MOHELA Decides Forgiveness Outcomes"

    • Fact: FSA owns all federal loans and is solely responsible for determining outcomes like PSLF forgiveness or program eligibility. MOHELA acts as an intermediary, facilitating applications and providing borrower assistance for certain aspects of PSLF. FSA likewise determines the outcome of applications for discharge based on Borrower Defense to Repayment.


    "MOHELA Created Delays in Servicing"

    • Fact: Processing delays are often due to large-scale program updates, changes directed by FSA or files and data delays from FSA and other contractors. For instance, prior PSLF program expansions and changes required MOHELA to respond under strict federal timelines.


    "Servicers Can Adjust Federal Student Loan Terms"

    • Fact: MOHELA cannot alter loan terms, interest rates, or forgiveness eligibility. These are determined by the U.S. Congress, U.S. Department of Education regulations, and FSA policies.




    Supporting Education Beyond Loan Servicing

    Through its foundation, MOHELA invests in education for future leaders. Over $12 million in student scholarships and grants were provided by MOHELA's foundation during the 2023-2024 academic year, and MOHELA contributed $6 million toward Missouri programs that support student scholarships and grants.
